The North Harris County Regional Water Authority (NHCRWA) has proposed a change to its pricing policy that could directly impact residents’ water bills.

The NHCRWA was created by the Texas Legislature to secure a long-term supply of surface water and facilitate the transition from ground water to surface water in the north Harris County region. The District is a participant of the NHCRWA and is scheduled to receive surface water in the next few years.

The NHCRWA’s proposed change would increase the groundwater rate for water districts that receive surface water from $2.60 to $3.50 per 1,000 gallons of water pumped from wells. Once the District is connected to the NHCRWA’s surface water system, this rate increase would apply to the District and be passed down to residents on water bills.

The proposed change does not allow exceptions such as when it is necessary to pump groundwater for ongoing maintenance of water wells or when the NHCRWA cannot deliver enough surface water to the District.
