The North Harris County Regional Water Authority (NHCRWA) will increase rates effective April 1, 2020. This fee is charged to all MUD districts in their jurisdiction. This water usage fee is passed on to the end consumer via a line item on the monthly water bill. Currently the NHCRWA rate is $3.85 per 1000 gallons of water used. The new rate will be $4.25 per 1000 gallons. This increase will impact your bill, depending on your water usage. The MUD 364 water rates will not increase, only the NHCRWA fee.
If you have any questions regarding this, please contact NHCRWA. Please note that the MUD 364 Directors are residents of the District, and have to pay the same fees for water usage.

The Texas Governor, Greg Abbott, previously approved Harris County’s request to hold a special bond election for drainage and flood reduction projects on August 25, 2018, which is the one (1)-year anniversary of Hurricane Harvey. More than 150 projects identified by the Harris County Flood Control District are candidates for such bond funding. These projects will provide flood risk reduction benefits in the watersheds in which the projects are located and includes projects within and/or benefitting Harris County Municipal Utility District No. 364 (the “District”), the district in which you reside. The Board of Directors of the District is encouraging all of its registered voters to participate and VOTE in the upcoming Harris County Flood Control District Special Bond Election on August 25, 2018.

What is a Municipal Utility District?
A Municipal Utility District (MUD) is a local governmental entity organized for the purpose of providing safe drinking water and sanitary sewer service to the areas within its boundaries. Additionally, a MUD can exercise other typical governmental powers, including, but not limited to, drainage relief within its boundaries, the levy and collection of ad valorem taxes, issuing bonds with voter authorization, charge for authorized services, adopt and enforce rules and regulations to accomplish the purposes for which the MUD was created, develop and maintain certain public improvements such as parks and jogging trails, provide solid waste management services, and provide police protection services. However, not all MUDs provide all of these services. While the powers of a MUD may seem very broad, MUDs are one of the most highly regulated and controlled governmental entities in the State of Texas. The powers of a MUD are limited to those expressly provided for in the Texas Water Code and the Texas Constitution and there is significant oversight provided by the Texas Commission on Environmental Quality (TCEQ).
