District Profile

The District was created in 1996 by order of the Texas Water Rights Commission (currently known as the Texas Commission on Environmental Quality) to serve a portion of the Coles Crossing development.  Since its creation, the District has annexed the Stillwater Village subdivision.  The District currently is comprised of approximately 577 acres and provides water and sewer service to approximately 1,800 connections.

The District is a proud member of the Association of Water Board Director- Texas (AWBD). The District is an annually  recognized AWBD Water Smart Partner. To receive this recognition, the District was required to prove that it effectively:

• Increased awareness of the need for water conservation;
• Avoided or postponed the need for mandatory water rationing when possible;
• Enabled the public to participate in water conservation efforts, both inside and outside the home;
• Leveraged existing local water conservation efforts.

Board Members

The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District.  The District meets regularly on the fourth Tuesday of each month at 4:00 p.m., at the Coles Crossing Community Center, 13050 Barker Cypress Road, Cypress, TX 77429.  All meetings of the District are open to the public.  Board members must either own property within the District or be a registered voter within the District.  Each Board member is elected to serve a staggered, four (4) year term.  The District’s current Board is:

• Holly Isbell, Vice-President, Term Expiration: November 2024
• Dale R. Trevino, Secretary/Investment Officer, Term Expiration: November 2026
• Erin Corken, Investment Officer/ Tax Compliance Officer, Term Expiration: November 2024
• Lisa Foley, Asst. Secretary, Term Expiration: November 2026
