The District was created in 1996 by order of the Texas Natural Resource Conservation Commission (predecessor agency to the TCEQ) to serve a portion of the Coles Crossing development.  Since its creation, the District has annexed the Stillwater Village subdivision.  The District currently is comprised of approximately 577 acres and provides water and sewer service to approximately 1,600 residents.

The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District.  The District meets regularly on the fourth Tuesday of each month at 4:00 p.m. and on the third Tuesday of each month at 6:00 p.m. at the Coles Crossing Community Center, 13050 Barker Cypress Road, Cypress, TX 77429.  All meetings of the District are open to the public.  Board members must either own property within the District or be a registered voter within the District.  Each Board member is elected to serve a staggered, four (4) year term.  The District’s current Board is:
